PW Strategy was engaged by a local Council to review the distribution of municipal creative and cultural funding. The approach was grounded in best practice, impact-focused decision-making, and aligned with existing local, state, and national strategies.

The report responded to sector feedback providing a pulse-check, asking: Is Council effectively enabling a thriving creative community through its current approach, or are there more impactful ways to support cultural and creativity activities in the region?

Interviews with Councilors, Council management and staff, local arts organisations across the region and discussions with representatives from national, state and local peak bodies informed the paper.

The report provided a focused assessment of the creative sector’s current conditions and delivered actionable recommendations to strengthen the ecosystem from the ground up.
